• Finds the plan file located at `swarm-report/-plan.md`. If missing, prompts the user to run `/code-plan ""` first.
• Checks for any unresolved high-priority blockers in the plan. If found, the execution is aborted until resolved or waived by the user.
• Routes tasks based on scope by reading `affected_files` from the plan and matching files to executing agents (frontend, backend, devops, mobile) in `AGENTS.md`.
• Spawns matched executing agents in parallel where necessary, ensuring coordinated task execution across different layers.
• Verifies the output by checking each agent's `tests_result`; reports verbatim on failures and stops if any `status: blocked` or failing tests are encountered.
